Troy’s collaborative approach is central to advancing thoughtful policy. At Amazon, he built partnerships with external stakeholders while advising leadership through policy headwinds that threatened growth. At Instacart, he shaped public engagement ahead of its IPO, aligning positioning and go-to-market strategy to build external champions.
Troy built over a decade of experience in public sector leadership. As Chief of Staff in the U.S. Congress and a presidential appointee at the U.S. Treasury, he advised executives on decisions with national and market impact.
Troy’s strategic instinct was shaped growing up in Brooklyn. It was sharpened at Duke University, where he graduated cum laude. At 24, he began his entrepreneurial career by investing his own capital in real estate. This early discipline laid the foundation for STRATEGY HQ. He created the firm to position leaders to earn the trust required to advance bold ideas for the future.
